Stakeholder analysis and participation process

On 15 April 2024, the Heat Reuse Dialogue I took place from 6 to 8 p.m. in the plenary hall of the New Town Hall. The official kick-off event provided an overview of the overall and participatory process of municipal heating planning. Results from the inventory and potential analysis, the decarbonisation concept of SachsenEnergie AG and examples of a climate-neutral heat supply were presented. This was followed by a panel discussion in which the participants addressed questions and comments to the panellists.

n 13 December 2024 at 6 p.m. in the Waldschänke Hellerau e. V. community centre, the on-site heating dialogue took place with a focus on the Hellerau district concept and new local heating networks.

The interim results of the neighbourhood concept for Gartenstadt Hellerau, which is being developed by TU Dresden, were presented at the Hellerau heating dialogue. The concept is to be finalised at the beginning of 2025 with the aim of finding heat supply solutions that are compatible with listed buildings and have the lowest possible heat generation costs for the end customer. In addition to individual supply solutions, the focus will be on identifying suitable local heating network areas.

The work of the project team led by Professor Felsmann and Professor Grunewald thus forms the basis for the next steps in the development of new local heating networks. The next step is to find an operator for a possible local heating network in Hellerau. This operator will then draw up a subsidised feasibility study and further detailed plans based on the preliminary investigations by TU Dresden.

In preparation for these next steps, we would like to conduct a survey to determine the interest of Hellerau residents and companies in a potential local heating network. You can access this survey here:

The state capital of Dresden presented the draft of the municipal heating plan to all local and district councils from mid-September to mid-November. The focus was on a brief presentation of the heat planning and its results for the city as a whole and for the respective urban areas.

On 29 September 2025, "Wärmewendedialog II" took place in the plenary hall of the New Town Hall. Together with STESAD GmbH, the state capital of Dresden presented the draft of the municipal heating plan to the public. A particular focus was on the planned implementation measures.

SachsenEnergie AG, which was closely involved in the drafting process, presented its decarbonisation concept for Dresden's district heating network, while the Saxony Consumer Advice Centre presented its advisory services for building owners. Numerous questions were then discussed with the audience. Interest was focussed on the handling of test areas in the heating plan, the costs and the political acceptance of the heating transition. Questions and comments on other challenges were also addressed to the panel, for example on the use and installation of heat pumps, the prospect of supplying hydrogen and how to deal with large heat storage facilities in Dresden's cityscape.
