In the FAQ section, you will find answers to the most important questions about municipal heat planning and the Energy Pilot. To help you find the right information quickly, the questions are organised by topic - from the basics of heat planning and specific effects for citizens to advice and support options.

If your heating system is faulty, you should first check the simple causes: Is the thermostat set correctly? Is the power supply working? Is the pressure on the heating pressure gauge in the green range? Restarting the heating by pressing the reset button often helps.

As a tenant, you are obliged to report the defect to your landlord or property management company immediately - preferably in writing. The landlord must arrange for the repair, whereby in the event of an acute heating failure in winter, a period of 24 hours applies for the repair if health is at risk (e.g. due to the risk of frost in the flat). As the owner, you should contact a certified heating engineer or the manufacturer. Many companies in Dresden offer emergency services. If the repair takes longer or the heating system is outdated, it may make sense to replace it. Take the opportunity to think about climate-friendly alternatives such as heat pumps or district heating. The Energy Pilot of the City of Dresden can help you with this. Funding opportunities for modern heating systems are offered by KfW and BAFA, among others. You can find a comprehensive overview here. In the event of financial difficulties or acute danger of cold, you can contact the social welfare offices of the city of Dresden or Caritas. If carbon monoxide is suspected (e.g. in the case of defective gas heating systems), leave the room immediately, ventilate and alert the fire brigade by dialling 112 or the chimney sweep emergency service on 0351 488 8888.

The Building Modernisation Act (GModG) was passed by the Bundestag and the Bundesrat on 10 July 2026 and replaces the previous Building Energy Act (GEG, colloquially known as the ‘Heating Act’) as a stand-alone set of regulations. The aim of the reform is to bring about a more pragmatic, technology-neutral and practical transition to sustainable heating.

An overview of the key changes upon entry into force (expected in August 2026)

1. Removal of the 65 per cent renewable energy requirement

  • Openness to all technologies: The strict requirement to use at least 65 per cent renewable energy when installing a new heating system has been abolished without replacement.
  • Free choice of heating technology: In addition to heat pumps, district heating and biomass, new gas and oil heating systems may still be installed.
  • Decoupling from local heating plans: The obligations to replace heating systems are no longer linked to the progress or existence of local heating plans.

2. Introduction of the ‘Bio-Staircase’ for fossil fuel heating systems Anyone installing a new gas, heating oil or LPG heating system after the GModG comes into force must, over the years, operate it using a gradually increasing proportion of green/climate-friendly fuels (e.g. biomethane, green hydrogen, bio-oil, biogenic liquefied petroleum gas). The mandatory stages are:

  • From 1 January 2029: at least 10% green fuel
  • From 1 January 2030: at least 15 per cent
  • From 1 January 2035: at least 30 per cent
  • From 1 January 2040: at least 60 per cent
    (The aim remains for the heat supply to be fully climate-neutral by 2045.)

3. Adjustments for landlords and tenants

  • Allocation of additional costs: Landlords who continue to install new gas or oil heating systems must contribute 50 per cent of the additional costs arising from the more expensive biofuel components and CO₂ levies. Furthermore, tenants must be protected from excessive heating costs.

4. Removal of the 30-year replacement obligation

  • The general ban on operation and the replacement obligation for oil and gas heating systems over 30 years old (Section 72 GEG) have been abolished.

5. New builds, solar obligation & EU Directive (EPBD)

  • Solar requirement: By 2030, a Germany-wide solar requirement will apply to almost all houses.
  • Zero-emission buildings: From 2028, public buildings must be constructed as zero-emission buildings, and from 2030 this requirement will apply to all new buildings.
  • Provision for solar installations: New buildings must be designed in such a way that a photovoltaic or solar system can be easily retrofitted.
  • Non-residential buildings (‘worst-first’ approach): Implementation of the EU Buildings Directive: For non-residential buildings, the 16 per cent with the poorest energy performance must be renovated by 2030, and the 26 per cent with the poorest performance by 2033.

Reform of the Heating and Building Subsidy Scheme (BEG)

In parallel with the GModG, the funding conditions for the Federal Funding Scheme for Energy-Efficient Buildings (BEG) were amended with effect from 21 July 2026:

  • Maximum eligible costs: The maximum eligible amount for the first residential unit is reduced from €30,000 to €28,000 (and will be reduced by a further €750 every six months in future).
  • Income-based bonus (for owner-occupiers): Instead of a flat-rate bonus, there is now a sliding scale based on taxable household income (zvE):
    • 40% bonus for zvE up to €30,000
    • 30% bonus for taxable household income (zvE) over €30,000 up to €40,000
    • 10% bonus for taxable household income (zvE) between €40,000 and €50,000
  • New child supplement (family supplement): Reduces the household income used to calculate the bonus by a flat rate of €10,000 per child. This may result in a household moving into a higher bonus bracket.
  • Adjustment to the iSFP bonus (building envelope): The 5% bonus for individual measures on the building envelope no longer applies to measures involving an investment of less than €30,000 and now applies only to the portion above that amount.

Understanding municipal heat planning

Municipal heat planning pursues the goal of developing strategies and plans to achieve a climate-neutral heat supply in the state capital of Dresden by 2045. In principle, heat planning is considered for the entire city of Dresden, taking into account private residential buildings, municipal properties and commercial buildings. With the help of the instrument of municipal heat planning, municipal utilities and municipal energy suppliers are working together with the state capital of Dresden to pursue the cost-efficient planning and design of the energy transition.

Municipal heat planning has the following advantages for the state capital of Dresden:

  • central coordination instrument for achieving greenhouse gas neutrality in the heating sector
  • significant contribution to security of supply and independence from price developments on the international energy market
  • Generation of regional added value
  • Long-term local and regional anchoring of the energy transition process
  • Planning security for investments through the designation of suitable areas and implementation of derived measures

Renewable energies (geothermal energy, air heat, solar energy, river water heat, waste water heat and biomass) are a climate-friendly alternative to fossil fuels. They therefore contribute to reducing greenhouse gas emissions in the building sector and play an important role in heat planning and shaping the energy transition.

The following legal bases are particularly relevant at federal level:

Planning and participation

Municipal heat planning basically consists of the following four steps:

  • Inventory analysis: current heat demand, greenhouse gas emissions, building stock and existing networks
  • Potential analysis: possible energy savings and potential renewable heat sources in the neighbourhoods
  • Target scenario: combination of existing and potential to meet the heating needs of individual neighbourhoods
  • Energy strategy: recommended measures and implementation schedules

The city administration of the state capital of Dresden and municipal enterprises, housing cooperatives, companies and institutions, energy suppliers, external experts, citizens and other stakeholders are involved. Ongoing information and participation of stakeholders takes place in the form of committees, specialised working groups, public information events, press releases and via the homepage for the municipal heat planning of the state capital of Dresden.

Heat planning is based exclusively on existing data. This data is available from public bodies, authorities, municipal energy suppliers and chimney sweeps or must be retrieved by the municipalities from publicly accessible registers. In this respect, it is not necessary for citizens to provide data to the planning authority. The data is subject to the General Data Protection Regulation. With the help of the property-related building data, statements can be made regarding energy saving potential and sub-area heat supply types can be derived.

Energy supply companies such as SachsenEnergie and SachsenNetze are expected to take over the construction of heating networks and the associated heat generators. The respective owners are responsible for the individual supply of the buildings.

Effects for citizens

Municipal heat planning does not directly affect citizens in their everyday lives. Furthermore, no legal obligations for building owners arise from heat planning. The result of the heat planning is a non-binding recommendation.

There is no obligation to connect to the Dresden district heating network. Building owners can decide for themselves whether they want to be connected to the district heating network. In addition, heating systems that have already been installed, such as heat pumps, are protected so that they can continue to be used.

The gas supply is currently secure. Existing gas heating systems that were installed before 1 January 2024 may continue to be operated in accordance with the Building Energy Act (GEG). According to Section 72 (4) GEG, the use of up to 100 per cent fossil natural gas for these heating systems is permitted until 31 December 2044. In the long term, however, the aim is to increase the use of renewable energies, which is why it makes sense to consider alternative heating solutions at an early stage.

The heating plan shows the current heat supply in the respective urban areas and which climate-friendly heat supply options are possible in the future. It serves as a guide for building owners and local authorities, but does not lay down any direct obligations. Whether a connection to a heating network makes sense or is possible in the future depends on the planned supply structures.

The heating transition requires considerable investment - both on the part of the heating network operators and the building users. On average, Dresden's heating planning estimates an additional investment of just under EUR 8,000 per flat until climate neutrality is achieved. However, this amount not only reduces greenhouse gases, but also overcomes the high dependency on natural gas imports, stabilises or reduces operating costs and increases local value creation and economic activity. Depending on the very different individual investments, the amortisation period ranges from relatively short to long. This also emphasises the character of a generation project. Various models and funding programmes exist for financing, which can ideally accelerate implementation (see Chapter 11.2 of the Heat Plan report, Appendix 1).

Examples for heating network operators are

  • Traditional financing & promotional loans such as the KfW programme (e.g. "Municipal and Infrastructure Loan") or EIB promotional loans (European Investment Bank) for large infrastructure projects offer favourable loans for the expansion of climate-neutral heating networks
  • Funding: Federal funding for efficient heating networks (BEW) from BAFA, KWKG funding or EU funding calls
  • Innovative financing instruments: Issue of profit participation certificates, whereby citizens can also benefit from an attractive investment opportunity; project companies for heating network sub-areas, whereby an independent company limits risks for infrastructure investors.
  • German fund: The planned "Energy Transition and Transformation Fund" is intended to specifically promote infrastructure projects for the heating transition - also through guarantees or direct investments.

For building users:

  • Funding programmes for refurbishment & heating replacement: BAFA and KfW funding (e.g. "Federal Funding for Efficient Buildings - BEG") with grants (up to 70% of investment costs under certain conditions) for heat pumps, solar thermal energy or connection to heating networks.
  • KfW loans with repayment subsidies (e.g. KfW 261/262).
  • Tax write-offs (e.g. § 35c EStG for energy-efficient refurbishments).
  • Energy contracting: Service providers finance, build and operate heating systems - the customer pays a monthly fee without a high initial investment.
  • Energy communities and energy cooperatives: joint financing by users themselves

There are also hardship regulations in subsidy programmes (e.g. KfW 455), which support low-income households.

The investments outlined in the heating plan can be financed - in addition to subsidies through traditional financing, subsidised loans, innovative capital models, contracting and community solutions.

Heating networks

Local heating

The state capital of Dresden offers owners in relevant test areas for heating networks the opportunity to express their interest in a connection without obligation.
An expression of interest can be left in the Energy Atlas by entering the address, provided the address is located in a test area for a local heating network.

The test area in the context of municipal heat planning (Section 3 (1) No. 10 WPG) is a designated area in which the feasibility of specific heat supply options, in particular hydrogen networks or heating networks, is analysed. It serves to determine whether a supply through heating grids or local solutions (island grids, neighbourhood solutions) is possible by the target year 2045.

The state capital of Dresden is aware of the uncertainties associated with the designation of test areas with regard to future supply options. The commissions to test possible local heating and hydrogen options are limited in time until 2028 so that more specific technology recommendations can be made as part of the next update of the municipal heating planning. The aim is to create improved planning security on this basis.

The City of Dresden is currently developing a neighbourhood process as part of the EU project "Enact4CleanCities" (EA4CC). This is already being trialled on the Ostrainsel and in Hellerau and findings from this are being incorporated into subsequent neighbourhoods. In addition, an interest in connection can be expressed in test areas for local heating networks on the digital energy map (energy atlas). The main steps are

  1. coordination procedure in the neighbourhood: Initiative and awarding of feasibility study by LH Dresden or initiative by potential network operators
  2. approach anchor users and key players and coordinate the process
  3. preparation of feasibility study
  4. information event accompanied by digital and analogue information campaign
  5. if feasibility study is positive: offer of heat supply contracts by potential heating network operator
  6. if there is a sufficient response of confirmed heat supply contracts: Investment decision and subsequent implementation (in-depth planning, construction, commissioning)

As the operator of the natural gas network, SachsenNetze GmbH intends to connect Dresden to the nationwide hydrogen core network. The CHP (combined heat and power) plants and industrial companies in the city that rely on hydrogen are to be connected. The grid operator also has until mid-2028 to examine the conversion of the distribution grid to supply individual buildings with hydrogen. By then, there should also be planning certainty in the urban areas for which the heating plan envisages hydrogen as a possible supply option. The conversion of the networks from natural gas to hydrogen would then take place over several years, in strings and outside of the heating period. Blending is not planned.

The energy solution comprises prefabricated, modular heating centres in various sizes, in which heat pumps generate heat, sometimes in combination with other generators such as combined heat and power plants. Several buildings can be connected to the heating centre via a heating network. Buildings with high heat requirements can also be supplied with the containerised solution.


Advantages:

The use of heat pumps fulfils the requirements of the GEG for the use of renewable energies for the heat supply. Compared to a larger heating network, the container solution is easier and quicker to implement (location of the heating centre on and access via private land is generally possible without using public space). The container solution offers a supply option for urban areas that are not suitable for a heating network for economic or hydraulic reasons. Shared use of the heating centre is more efficient than individual building solutions due to the smaller space requirement, lower investment and operating costs per individual building and the easier use of environmental heat sources such as photovoltaics, waste heat or geothermal energy.

In the FW expansion area, there is the possibility that if the gas boiler breaks down before the FW connection is available, a gas boiler can be installed again for the transitional period as a bridging measure until the FW connection is available. Otherwise, if the gas boiler breaks down and a new one is installed, the use of 65% renewable energy is mandatory for the new heating system from 1 July 2026.
Alternatives include the installation of used appliances for 5 years, coupled with transitional periods in the preliminary contract with the heating network operator. When looking for individual solutions, it makes sense to seek individual energy advice. The installation of a heat pump could also be an option in this respect.

The implementation of small heating networks with a small number of different owners, e.g. building networks (up to 16 buildings, see also measure M2.5 of the heat planning) can be relatively simple and quick, provided that the use/crossing of public transport routes is avoided and standardised solutions such as a pre-assembled, container-based heating centre are used. This can also be done by the owners themselves with a service provider, installation company or the heating centre manufacturer and/or can also be implemented as an energy community. As soon as larger heating networks with many owners and the use of public transport areas are involved, the coordination and planning effort as well as the civil engineering costs increase. Experienced heating network operators who have a good command of the processes are generally required here. Alternatively, this can also be done by energy cooperatives, although this requires committed local players who want to drive such a project forward.

District heating

The decarbonisation of Dresden's district heating system is being led by SachsenEnergie AG, which has drawn up a transformation plan for this purpose. Electricity, environmental and waste heat are planned as future energy sources: The use of electricity-powered large heat pumps will raise waste heat (especially from data centres and industry) and environmental heat (especially from waste water, mine and river water and the air) to the required temperature level and feed it into the district heating network. Heat is also generated in electrode boilers using electricity. A plant for thermal waste treatment and the conversion of existing CHP plants to hydrogen as an energy source are also planned. The utilisation of deep geothermal energy is also to be investigated. SachsenEnergie AG has already commissioned a solar thermal plant. Heat storage facilities are also being planned.

There is no obligation to connect to the Dresden district heating network. Building owners can decide for themselves whether they want to connect to the district heating network or use another supply option.

A connection to a local or district heating network is particularly worthwhile where the heat requirement per area is high enough. This is usually the case in densely built-up areas. It is then particularly efficient, space-saving and convenient: you don't have to worry about the heating system or even fuel yourself.

It is also often cheaper: heating centres, such as large heat pumps, can produce heat more efficiently than smaller systems in individual buildings. Furthermore, modern local and district heating networks are able to integrate renewable energies or waste heat, which results in significantly fewer greenhouse gases. They can integrate heat storage systems and also store heat in the network themselves. Last but not least, they reduce the load on the electricity grid because stored heat can be used during peak demand and peak load generators can be integrated.

The heating plan identifies the urban areas that are earmarked for the expansion of the district heating network or are suitable for new heating networks. It also shows test areas whose suitability is currently unclear and will be analysed in greater depth before the plan is updated. With the neighbourhood process (measure 2.4 of the heating plan), the city is working towards the implementation of new heating networks.

SachsenEnergie is planning the expansion of district heating according to current plans (as of December 2025) as follows

  • 2025-2027: Cotta (East), Löbtau West, Löbtau South (Clara-Zetkin-Straße), Tolkewitz East (front section), Königsbrücker Str. South (main route), Trachau East (Böttgerstraße, SWGD properties), Pieschen Centre (main route M.-Gorki-Straße)
  • 2028-2030: Cotta (west), Löbtau south, Plauen west, Tolkewitz east (rear section), Pieschen north
  • 2031-2033: Strehlen West, Striesen East+West, Königsbrücker Str. South (side streets), Trachau East (further properties), Trachenberge
  • 2033-2035: Großzschachwitz, Seidnitz, Laubegast, Stauffenbergallee connection, Elbepark, Kaditz island connection, Flügelwegbrücke network connection

The boundaries of the expansion areas can be found in the municipal heating plan in the energy atlas.
Of course, there may be deviations due to building restrictions, earmarked subsidies, changes in demand or similar.

Other heating technologies

The natural gas supply is currently secure. Existing gas or oil heating systems installed before 1 January 2024 may continue to be operated with up to 100 percent fossil natural gas or heating oil until 31 December 2044 in accordance with the Building Energy Act (GEG). From this date at the latest, however, the fuel must be switched to biogenic or synthetic alternatives.

Irrespective of this, the existing provisions of § 72 GEG on limiting the service life of old boilers will continue to apply. Oil and gas boilers installed before 1991 may no longer be operated. Systems installed after 1 January 1991 must be decommissioned after 30 years of operation.

Exceptions apply to:

  • Low-temperature and condensing boilers
  • Heating systems with a rated output of less than 4 kW or more than 400 kW
  • Owners of detached and semi-detached houses who have lived in the building themselves since 1 February 2002. However, in the event of a change of ownership, the new owner must decommission the boiler within two years.

Photovoltaics

Initial information on whether the installation of geothermal probes is permitted for a site is provided by the [Thematic city map: Environment - Water - Geothermal probes - Water law procedures].

The installation of a geothermal probe, including the required borehole, is subject to notification under water law. The Water and Soil Protection Department of the Environmental Agency is responsible for geothermal probes. Further information can be found at Geothermal probes | Services | City of Dresden.

The municipal heating plan provides information on the suitability of areas. In areas where no central heat supply via a heating network (e.g. district or local heating) is planned, a decentralised heat supply for buildings is generally recommended on an individual or building-specific basis, for example via heat pumps, pellet heating systems or other efficient individual systems. Building networks can also be a sensible supply option.

Hybrid heating allows two heating systems to be combined with each other. A conventional heating system (e.g. gas or oil heating, but also a water-bearing fireplace) can be combined with a system based on renewable energies, such as a heat pump or solar thermal energy.

In the example of the heat pump, this does most of the work. It utilises electricity and ambient heat. When it gets very cold outside, more heat is required and the efficiency of the heat pump also drops. On these days, the second heating system kicks in. With this mode of operation, hybrid heating systems create the possibility for reliable, efficient and climate-friendly heating. They also make it possible to fulfil the requirement of the Building Energy Act that new heating systems must be powered by at least 65% renewable energy from mid-2026. "Multivalent" systems consisting of more than two heating systems are also possible.
As with all supply options, the best possible combination depends on the building. Individual advice is recommended.

Suitability is highly dependent on the building, and professional advice (whether your house is suitable and which measures make sense) is highly advisable. Not every house needs the same conversions and some investments do not pay off.

Technically, heat pumps can be operated in any old building. With the purchase of green electricity and a few structural adjustments, heat pumps in old buildings are also very efficient, economical and climate-friendly or CO2-free!

Whether your house is suitable can be determined by two simple criteria:

  • the heating energy requirement of your house and
  • the flow temperature of your heating system.

Basically, the newer a house is, the more it is linked to thermal insulation regulations (first standards in the GDR from 1953 and 1965). For houses without thermal insulation, on the other hand, a heat pump is usually only worthwhile after an energy-efficient renovation.

Monument protection

Yes, but only with authorisation. Permitted are e.g:

  • Interior insulation (e.g. with calcium silicate)
  • Windows suitable for listed buildings (e.g. box-type windows with insulating glazing)
  • Heating replacement (e.g. hybrid solutions consisting of gas and heat pump)

Please note: Visible changes to the façade are often not permitted.

  • Heat pumps (which have almost always been approved subject to certain conditions (colour, location, etc.))
  • District heating (connection possible if pipes are nearby)
  • Biomass heating systems (e.g. pellets, provided the storage area is compatible with the listed building’s conservation status)
  • Tip: Open fireplaces or historic stoves are often not permitted to be removed.
  • Energy consultants: Search via the dena database.
  • Craftsmen: Many Dresden companies specialise in the renovation of listed buildings (e.g. for roofs, windows or heating).
  • Architects with expertise in listed buildings
