Declaration on accessibility

The state capital of Dresden attaches great importance to making its websites accessible and is implementing the corresponding requirements step by step.

The state capital of Dresden endeavours to make its websites and applications accessible in accordance with the Saxon Inclusion Act (SächsInklusG) and the Barrier-free Websites Act (BfWebG) in conjunction with the Barrier-free Information Technology Ordinance (BITV 2.0). The BfWebG is supplemented by the Barrier-free Websites Ordinance (BfWebVO). These laws are drafted in accordance with Directive (EU) 2016/2102.

This declaration on accessibility applies to the following websites:

Accessibility status

Accessibility is based on the internationally valid Web Content Accessibility Guidelines (WCAG 2.1) at conformity level AA and the European standard EN 301 549, version 3.2.1. For PDF documents, the international standard PDF/UA-1 is also observed.

The content pages of the above-mentioned websites are accessible in accordance with the above-mentioned guidelines.

PDF files are accessible according to the above guidelines with the following exceptions:

  • The contents are also accessible online.
  • Statutes, ordinances and guidelines will be transferred to an accessible database. Implementation is expected to take place in 2026.
  • Forms in PDF format will be converted into electronic forms. Implementation is already underway. In principle, however, fillable PDF forms are already accessible.

If other PDF files are not yet accessible, you will find a note next to the file.

Electronic forms are accessible in accordance with the above-mentioned guidelines.

Most applications are accessible according to the above guidelines. The following applications are only partially accessible or not accessible according to the above guidelines:

  • 3D city model: The navigation cannot be operated using the keyboard. No accessible version is currently planned.
  • ScopeQuery archive software: The application is not accessible. The development of the scopeXplore product has been discontinued. Instead, a further development of scopeQuery has been announced, which is expected to be completed in 2028 and should then also be barrier-free or accessible. Information on the archive holdings can be obtained at any time via the known contact options of the city archive .
  • EBIS (Elbe Bridge Information System): a purely visual service aimed at motorists
  • Energy atlas: The energy atlas is only partially accessible. The navigation can be partially operated using the buttons. Navigation can be read aloud. The map view is not barrier-free.
  • Influenza dashboard: The dashboard is currently not fully accessible. An improvement is being worked on.
  • Kitaportal: This service is only partially accessible. It only partially fulfils the requirements of BITV 2.0.
  • Council information system: In many cases, stored resolutions are only available as image files (scanned originals)
  • Rainwater fee calculator
  • Thematic city map: The city map is only partially accessible. Navigation can be partially operated using the buttons. Navigation can be read aloud. The map view is not barrier-free.

The tourism section is managed by Dresden Information GmbH.

The following content is not yet accessible:

  • Print products (flyers, brochures and magazines) are only available as PDF graphic files. These contents have not yet been made accessible. The presentation via external platforms such as Calameo is also not accessible.
  • Online forms for contacting us or ordering brochures are not barrier-free.
  • However, all services and information are available at any time by telephone or e-mail via the service team. The contact details can be found at the bottom of each page.
  • The realisation of barrier-free alternatives is taking place gradually; a specific time frame cannot be given at present.

As a private provider, Dresden Information GmbH is not subject to the legal obligations of public authorities regarding accessibility. Nevertheless, Dresden Information GmbH aims to make its digital services as accessible as possible. For feedback, please contact the service team directly.

This declaration was prepared on 19 May 2026 on the basis of our own review. We continuously determine the status of accessibility through our own audit. The last audit was carried out on 19 May 2026.

Enforcement proceedings

If no satisfactory solution is found to your enquiry within a reasonable period (usually four weeks), you can contact the office of the State Commissioner for the Inclusion of Persons with Disabilities (Enforcement Office) at the Saxon State Chancellery, which is responsible for the enforcement procedure. The Enforcement Centre supports out-of-court dispute resolution when conflicts arise between public bodies in Saxony and users of websites or mobile applications. This arbitration procedure is free of charge. The involvement of legal counsel is not required.
