Privacy policy

The City of Dresden attaches great importance to the protection of your personal data. We have therefore taken technical and organisational measures to ensure that data protection regulations are observed.

Legal basis

The state capital of Dresden offers a teleservice with the administration portal www.dresden.de. This portal is therefore subject to the provisions of the German Telemedia Act (TMG). In addition, Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (EU GDPR) applies.

Automatic data acquisition

It is generally possible to use the service portal without disclosing personal data. Personal data are individual details about personal or factual circumstances of a specific or identifiable natural person, i.e. in particular data that are associated with the name or from the context of which a reference can be directly established.

When accessing the portal, the following data is stored for the purpose of security checks

  • IP address of the using host
  • Date and time of the request
  • Client software of the requesting computer, i.e. usually browser type and desired access method/function
  • transmitted input values (e.g. search terms)
  • Access status of the web server (e.g.: file transferred, file not found, command not executed) and the name of the requested file

The data collected is deleted after a security check has been carried out and after ten days at the latest.

For statistical purposes, we use an installation of the analysis software Matomo (formerly Piwik), which is operated entirely within our data centre. Full IP addresses are not processed and are only stored in abbreviated form.

Collection and processing of personal data

The use of order forms and other online services requires the voluntary entry of personal data in order to fulfil the requested services.
All personal data is collected and stored exclusively for the respective purpose. Under no circumstances will it be made accessible to third parties.

Order forms

In order to obtain information or material from the City of Dresden, the data required for dispatch must be recorded. This data is only collected to process the order and is not passed on to third parties.

Newsletter

A valid e-mail address must be entered in order to receive the newsletter from the City of Dresden. This is stored in a database together with the settings for receiving the newsletter (desired delivery frequency, choice of topics, etc.) and is the basis for the execution of the service.
The registered e-mail address also serves as access for the user to modify his settings or to cancel the newsletter subscription.

Administrative procedures and applications online

You can already carry out various administrative procedures and applications online on the municipal website. Personal data is requested to varying degrees. Your rights

The processing of personal data takes place with your consent. In accordance with Art. 13 para. 2 EU GDPR, you are informed of the following rights:

  • You cannot be forced or pressurised to maintain consent.
  • You can withdraw your consent at any time. After cancellation, your data will be deleted.
  • You have the following rights vis-à-vis the City of Dresden or the competent authority: the right of access under Art. 15 EU GDPR, the right to rectification of inaccurate data under Art. 16 EU GDPR, the right to erasure or to be forgotten under Art. 17 EU GDPR and the right to restriction of processing under Art. 18 EU GDPR.
  • You have the right to lodge a complaint against the processing of your personal data with the data protection supervisory authority in accordance with Art. 77 EU GDPR

Encrypted data transmission

The entire website is SSL-encrypted. Encrypted data transmission prevents third parties from gaining knowledge of the data.

Maintaining confidentiality

The employees of the City of Dresden entrusted with the processing of personal data and the employees of the institutions commissioned by the City of Dresden are obliged to maintain data secrecy and confidentiality in accordance with Art. 29 and Art. 32 Para. 4 EU GDPR. Contractually secured measures have been taken to ensure that the data protection regulations are also observed by external parties.

Active components

Neither Java applets nor ActiveX controls are used in the portal. Javascript is used to a limited extent. Deactivating Javascript in the browser does not restrict the usability of the application in principle.

Participation portal of the Free State of Saxony

The state capital of Dresden uses the participation portal of the Free State of Saxony for digital citizen participation. Personal data is requested to varying degrees. Information on data protection on the participation portal can be found here: www.sachsen.de/datenschutz.html#a-5242

External links

The pages of the administration portal contain links (branches) to other websites. Such links are recognisable by certain symbols and usually by the explicitly written Internet address. When external links are executed, a new browser window is opened if JavaScript is activated for the user.

The City of Dresden accepts no responsibility for the content of other websites that can be accessed via links from the administration portal. The links are only checked and evaluated cursorily when they are integrated. Continuous checking of the content is neither intended nor possible.

Social networks

When surfing the pages of www.dresden.de, no data is transferred to the linked social networks (Facebook, Twitter, Google+) by default. There is therefore no user tracking by third parties. Contact with a social network is only established when an active click is made on one of the social network share buttons (see screenshot). The selected social network is opened in a new window/tab and only the following data is transmitted:

  • Address of the current page on www.dresden.de
  • Title of the page

The social network uses the URL to automatically determine further content on the page. User data is not transmitted. The identification of the user account is the responsibility of the social network and is not part of www.dresden.de.
