June 2024: municipal advisory service (energy pilot) is established
On 3 June 2024, the Finance Committee of the state capital of Dresden passed a resolution to set up a municipal energy consulting service - the so-called energy pilot - as an early measure for municipal heat planning.
The energy pilot helps to close knowledge gaps in municipal heat planning. It provides easy-to-understand and easy-to-find information on energy supply in your region. Through an interactive dialogue, it provides you with location-specific data and refers you to suitable experts or advice centres if required.
The Energy Pilot is a digital contact point for questions about a secure, climate-friendly and affordable energy supply in Dresden. It not only provides general information, but also individualised answers, e.g. on
- Heating technologies available at your location,
- Funding opportunities,
- legal requirements (such as the obligation to change heating systems according to GEG 2024),
- new heating networks
The energy guide also provides examples of alternative energy and heat supplies as well as projects from renewable energy cooperatives.
Partial funding through EU project "EnAct4CleanCities"
The "EnAct4CleanCities - Enabling and activating for a clean and inclusive energy transition" project aims to support the cities of Leipzig and Dresden on their path to climate neutrality in cooperation with the Dresden Urban Development and Redevelopment Corporation (STESAD). The funding project is financed by the European Union as part of the EU mission "100 climate-neutral and smart cities by 2030".
The three project partners are addressing the question of how the increasing demand for comprehensible and easily accessible information for planning and implementing the energy and heating transition can be met. Digital applications are being used to provide information that not only promotes acceptance of the transformation process, but also invites people to actively participate in discussions and help shape it. Regular dialogue with other European cities also makes it possible to jointly develop and share tried-and-tested approaches and solutions.
In order to achieve the EnAct4CleanCities project objectives, digital instruments for information and activation on energy transition topics are being developed and tested at district and city level as part of a package of measures.
The measures in the city of Leipzig include the further development of the Leipzig Energy Atlas into the Leipzig Energy Twin, the testing of a "data collection tool", the further development of the Leipzig app and the development of a digital advisory and information service for property owners on the topics of heat planning and building refurbishment.
The measures of the state capital Dresden are similar in content to those of the city of Leipzig. Dresden is also developing a digital advisory and information service for heat planning with a particular focus on neighbourhood solutions. As part of the project, this so-called energy pilot will be supplemented by further innovative digital and analogue user-oriented services to address owners, with a focus on initiating and implementing new (innovative) heating networks. In addition to setting up a digital twin and a digital activation tool, on-site measures to address owners will also be trialled, including in the form of an energy caravan.
